Essentially the basic requirements to consider a connection as leased line would be the presence of a dedicated bandwidth running on a fiber connection. Fiber optic is considered as one of the materials that allows for faster data transmissions.
Leased line has been around since the 1950s. Before the inception of the Internet leased line was used to establish a communication framework across states for purpose of research and development.
How can I videoconference between an analog telephone videophone and an internet-based videoconferencing tool?
I would like to buy my long-distance family a videophone so they can see our new baby when they call--they only would be able to use a standard telephone line-type of videophone since they don't have access to high speed internet (very remote location that doesn't have it yet). If I used an internet-based videophone, would this be compatible with an analog-telephone videophone that they would use? Any other ideas to accomplish "videoconferencing" with them would be welcome too!

The best (though not perfect) way to go would be for the far end to use a dial-up internet account. Even if they're very remote, there are ISPs who provide toll free numbers to dial in to. That would place you both on the same network with IP addresses you could trade via email. They would need a webcam (Ezonics EZCams come with videochat software) and a mic (if not included with the camera). Remember though that the whole videoconference will be pulled down in quality by the lowest bandwidth endpoint (the dial-up connection). You may (probably) end up in snapshot mode, where you send and receive a series of images instead of motion video. Hope that helps.
